Andrew Stevens sought an update on a hydrocarbon spill that occurred at the refinery in 2020 which saw 60,000 litres of oily liquid flow from the refinery and into Wascana Creek.

Initially the proposal was for $150,000 but Masters said the addition of a free event made it easy to approve additional funding for the festival.

So far no other events lined up for 2022 asking for funding from the city outside of the festival.

The festival was proposed as part of the city’s cold weather strategy.
